7. Watchlists monitoring¶
Watchlists monitoring is a service implemented in the Trak.e platform whose objective is to search (using approximate string matching techniques) people, both natural and legal, within different lists of:
- Sanctions lists.
- Terrorism lists.
- Politically exposed persons.
- Supervised entities/institutions.
- etc...
The aforementioned service has a repository of public lists as well as private ones (which are distributed by different entities dedicated to curating lists of terrorists, PEPs, adverse news, and more). These lists are used to check people and, eventually, discover information about them. In addition, this service has the flexibility that operators can upload their own lists, which are called "internal lists".
Within the Trak.e platform, administrator users have the ability to configure checks against lists. These settings, within themselves, have pre-selected lists against which all new profiles will be checked.
7.1 Public lists¶
The service natively supports checking against multiple public lists:
- OpenSanctions: opensanctions.org is a project dedicated to collecting and building lists.
- RePET: The Public Registry of Persons and Entities linked to acts of Terrorism and its Financing is a public list of obligatory consultation for supervised entities/institutions in Argentina.
- United Nations Security Council Consolidated List: The Consolidated List includes all persons and entities subject to measures imposed by the Security Council.
- OFAC Consolidated List: This consolidated list includes, among others, the List of Foreign Sanctions Evaders, the Sectoral Sanctions Identification List, the List of Foreign Financial Institutions subject to Sanctions by Correspondent Account or Payable Account , all of which are published by the United States Department of the Treasury.
- Foreign Terrorist Organizations: Foreign Terrorist Organizations (FTOs) are foreign organizations that are designated by the Secretary of State pursuant to section 219 of the Immigration and Nationality Act (INA) as amended. FTO designations play a critical role in the fight against terrorism and are an effective means of reducing support for terrorist activities and putting pressure on groups to get out of the terrorist business. The list is published by the US State Department.
- Members of the national public administration: According to what was published by the Chief of Cabinet of Ministers of the Argentine Republic.
- Comprehensive Sworn Statements of Public Assets: As published by the Ministry of Justice and Human Rights of the Argentine Nation.
- Registration of gifts to public officials: According to what was published by the Ministry of Justice and Human Rights of the Argentine Nation.
- Federal Justice and National Justice Magistrates: According to what was published by the Ministry of Justice and Human Rights of the Argentine Nation.
- CIA World Leaders: Global Politically Exposed Persons List, as published by the United States Central Intelligence Agency.
- EveryPolitician Database: Open data set generated by the non-profit organization mySociety - currently has stopped updating.
7.2 Private lists¶
Trak.e allows the client to incorporate their own lists to be used in the same way as the public lists. It is the user's responsibility to update said lists.
7.3 3rd party lists¶
Trak.e integrates with third-party listing services like Refinitiv, LexisNexis, etc. It is the customer's responsibility to contract with the provider and provide the necessary credentials.
7.4 Screening records¶
Every time a digital profile is checked in a watchlist, there is a record of the crossing carried out, including the date, user who requested it or if it was an automated process and the result thereof.
